Emergency unit staff deployed to “support” existing country programs often harass and speak condescendingly to national country program staff. It is no secret among national staff that this happens. National staff are told they have no systems in place, they have been yelled at and berated in front of others. The emergency unit staff who are the perpetrators of this behavior are usually white women.
