The regional HR [Human Resources] director for IRC MENA [International Rescue Committee’s Middle East and North Africa] region, based in Amman is a highly vindictive individual who consistently prioritizes his friends for opportunities. He unnecessarily interferes in different hiring processes to create obstacles in, or overrule country programme [sic] decisions. He does this in the absence of any necessity or allowance for it, but simply based on abuse of his own power. He especially does this to the detriment of staff from African countries, leading to problems in their hiring, continuation in service, or against them receiving IRC support in relation to work related challenges that lead to them having to leave.

By misusing his position of power he also protects his friends who are in managerial positions in the regional office despite abuse of power by them. He has created a culture of fear that prevents people from coming forward with complaints, and those who do face his vindictive behaviour [sic] whereby he victimizes them by creating problems towards their benefits, promotions, and other aspects to make their professional life difficult.
